Half of ICE Inmates Tested for Coronavirus are Positive — An Updating List

This is an updating list created from local news reports of ICE facilities that have confirmed and unconfirmed Coronavirus outbreaks, including positive tests of inmates and employees. It also includes suspected outbreaks. A suspected outbreak may be a place where inmates have been placed in quarantine, or persons who have come into close contact with the facility have tested positive. See this article from the Center for American Progress on questions about the data released by ICE.

While ICE and many prisons are releasing statistics, there appear to be some gaps, so this list is an attempt to gather together in one place independent information from the media on confirmed and unconfirmed cases, along with links to news articles on each facility, in order to provide a fuller picture of the outbreak.

You can now see a chart with cases, deaths and tests on the ICE website. A recent update on the 900 ICE staff who have tested positive is available here.

It is important to note that confirmed cases likely represent only a small fraction of actual cases. Recent models show how outbreaks in ICE facilities may spiral out of control, overwhelming local hospital capacity.

As of 5/12, ICE began reporting the number of cases and the number of tests given. Looking at the ICE website at the beginning of June, we can now see that about half of ICE tests are coming back positive. As of June, ICE will begin offering widespread testing in some centers.

As of June, ICE has reorganized their statistics page into a helpful chart, with confirmed cases, deaths and total cases. It also lists the number of tests done, though it would be more helpful if there was a column in the chart so people could see how many tests have been done at each facility. See more on problems with testing and isolation here. Without more widespread testing, it is impossible to know how widespread coronavirus is in ICE facilities.

There is often a lag in ICE reporting facilities with outbreaks, particularly in prisons. Italics are unconfirmed cases that do not appear on the official ICE list.
